मिशन का उद्देश्य 1.04 करोड़ परिवारों को लक्षित करते हुए 2.5 लाख समुदायिक शौचालय, 2.6 लाख सार्वजनिक शौचालय, और प्रत्येक शहर में एक ठोस अपशिष्ट प्रबंधन की सुविधा प्रदान करना है। इस कार्यक्रम के तहत आवासीय क्षेत्रों में जहाँ व्यक्तिगत घरेलू शौचालयों का निर्माण करना मुश्किल है वहाँ सामुदायिक शौचालयों का निर्माण करना। पर्यटन स्थलों, बाजारों, बस स्टेशन, रेलवे स्टेशनों जैसे प्रमुख स्थानों पर भी सार्वजनिक शौचालय का निर्माण किया जाएगा। यह कार्यक्रम पाँच साल अवधि में 4401 शहरों में लागू किया जाएगा। कार्यक्रम पर खर्च किये जाने वाले 62,009 करोड़ रुपये में केंद्र सरकार की तरफ से 14623 करोड़ रुपये उपलब्ध कराए जाएगें। केंद्र सरकार द्वारा प्राप्त होने वाले 14623 करोड़ रुपयों में से 7366 करोड़ रुपये ठोस अपशिष्ट प्रबंधन पर,4,165 करोड़ रुपये व्यक्तिगत घरेलू शौचालय पर,1828 करोड़ रुपये जनजागरूकता पर और समुदाय शौचालय बनवाये जाने पर 655 करोड़ रुपये खर्च किये जाएंगे। इस कार्यक्रम खुले में शौच, अस्वच्छ शौचालयों को फ्लश शौचालय में परिवर्तित करने, मैला ढ़ोने की प्रथा का उन्मूलन करने, नगरपालिका ठोस अपशिष्ट प्रबंधन और स्वस्थ एवं स्वच्छता से जुड़ीं प्रथाओं के संबंध में लोगों के व्यवहार में परिवर्तन लाना आदि शामिल हैं।

- स्कूल कक्षाओं के दौरान प्रतिदिन बच्चों के साथ सफाई और स्वच्छता के विभिन्न पहलुओं पर SBA विशेष रूप से महात्मा गांधी की स्वच्छता और अच्छे स्वास्थ्य से जुड़ीं शिक्षाओं के संबंध में बात करें।
- कक्षा, प्रयोगशाला और पुस्तकालयों आदि की सफाई करना।
- स्कूल में स्थापित किसी भी मूर्ति या स्कूल की स्थापना करने वाले व्यक्ति के योगदान के बारे में बात करना और इस मूर्तियों की सफाई करना।
- शौचालयों और पीने के पानी वाले क्षेत्रों की सफाई करना।
- रसोई और सामान ग्रह की सफाई करना।
